I thought I recognized Bill as the Bill from Oliver Twist, but I wasn't certain.
My dad used to LOVE the movie Oliver! and rented it many times in my youngest years where we owned a VCR (so, 1990-1992). He never bought it, and now I guess it's lost to time. Unless they have it on DVD.
